Or rather, some voted, some were denied the opportunity and others voted more than once. Some polling sites were shut down, others opened late, and many voters names were improperly excluded from voting registers, meaning they couldn't vote. I'm sure there are stories in the big papers about the broad picture of what happened across Haiti today, so I'll leave them to tell that story. Instead, I'll offer some snippets from my first time getting to be an official elections observer.<br /></p><p><em>Something curious:</em> Here's the layout of the typical voting site, almost every one of which was housed in a school. The classrooms were divided into different "<em>biwo yo</em>" or bureaus, each one hosted by a group of local members from national political parties. Each biwo received a voting kit which included several clear boxes for depositing ballots and precisely 495 ballots of each type of ballot (President, senator, and deputy). Voters would show their national identification cards at the entrance to the school, which were often controlled by armed police. They would then visit voter lists that told them which biwo they were required to vote at. Here's the curious part: the party members running each biwo had to certify every ballot and had control of the ballot boxes. With so many ballots, it seems entirely possible that in quiet moments they could stuff the ballot boxes with ease. There are supposed to be observers from other parties prowling about to catch any such fraud, but this seemed like a less than ideal system for dealing with potential fraud.<br /></p><p><em>Something jarring:</em> The first polling sites we visited were in Cite Soleil, where serious problems were plaguing the polls from the start. The second site had a huge contingent of UN troops outside, and people (mostly youth) were furious about a late start. Up at Lalue, a wealthy suburban community where standing President Preval had just finished voting as we arrived, it was the complete opposite. Polls opened on time and were orderly, voters of all ages turned up and cast their votes without fanfare. <br /></p><p><em>Something positive</em>: Maybe there are some downsides to this aspect that I'm not seeing, but these elections were a communal event. To contrast, the last time I visited the polls in the U.S. I went into a lonely senior center, was met by two or three poll workers, voted and left. It was a fifteen minute activity at most. In Haiti, there were likely 100 poll workers or more at every single site we visited. Many were housed at schools and had people sticking around long after they voted, or congregating right outside entry gates observing who went in and out. This participation and interest was at least one redeeming aspect of how today's events unspooled.<em><br /> </em></p><p><em>Something surreal</em>: Oh, and for good measure we arrived at an out-of-the-way polling site and crossed paths with singer Wyclef Jean as he was coming to vote. <br With the U.S. having pledged over a billion dollars in reconstruction aid to Haiti, we should not be content to equate the mere staging of elections with the meaningful democracy necessary to move Haiti forward.</p> <p class="MsoNormal">Most of the fault for these electoral deficiencies lies with the Provisional Electoral Council (“CEP” in French), its members hand-picked by the much-maligned current President Rene Preval. <span style=""> </span>Charged with running the elections and certifying parties and candidates to stand for presidential and legislative offices, the CEP broke from the constitution early on when it barred the Fanmi Lavalas party for the second election cycle in a row.<span style=""> </span>Lavalas is the only party that has the backing of the poor majority, and this exclusion has left this massive voting block feeling cheated again.<span style=""> </span>On top of this, a lack of transparency in the CEP’s certification of presidential candidates gave the appearance of partiality from the start of campaigning, leaving many fearing that the election has already been decided.<span style=""> </span></p> <p class="MsoNormal">Amplifying these fears is the CEP’s failure to adequately prepare the population for the elections. Historically difficult voter registration became a herculean task post-quake due to the estimated 1.5 million Haitians displaced into ragged tent cities surrounding Port-au-Prince. Instead of mounting a significant campaign to register new voters, enter changed addresses <span style=""> </span>for the displaced, or purge names of those killed by the January quake, the CEP’s inactivity has set the stage for the exclusion of many and the likelihood <span style=""> </span>of double-voting and ghost voting. </p> <p class="MsoNormal">Most of Haiti’s 10 million people living in dire poverty are resigned to the fact these elections will not make a difference.<span style=""> </span>Fatigue from natural disasters and cholera, daily struggles to survive post-quake, and the search for food and medicine have demobilized the masses from organizing substantial opposition in protest of these deficiencies. <span style=""> </span>In the neighborhoods where our organization works, we hear the common refrain that these play elections are for the benefit of the already powerful and not the poor.<span style=""> </span></p> <p class="MsoNormal">Whether or not the next government is legitimate, it will face hard days ahead. The cholera epidemic, forced evictions, and the resettlement of camp dwellers will confront it with more human rights crises. Without a strong popular mandate, the next government will have little incentive to serve the majority of its citizens.<span style=""> </span>More likely, it will choose to neglect these new challenges, as has historically been the case with Haiti’s grinding poverty, disease, unemployment, broken education system, and crumbling infrastructure. </p> <p class="MsoNormal">For the U.S. to condone these elections without demanding transparency is to perpetuate the corruption common in Haitian politics, sending millions of aid dollars down the drain while undermining the only true foundation for rebuilding Haiti– democracy. Instead, we'll bring the scale of analysis down to a single event. <br /></p><p>Last Thursday, I had the experience of attending an information session hosted by the country's Provisional Electoral Council. Since I'm no Francophone I don't want to pass judgment on the content presented because. I can only speak to my impressions of the meeting as it unfolded. <br /></p><p>The event was held at the Karibe, one of Haiti's most luxurious hotels that caters to businesses, NGOs and the government for conference events. As we entered, we were greeted by 15 female attendants (I counted) posted at every entrance. One helped me pin on my name tag to my chest—I'm pretty sure most participants, including myself, did not require this treatment.<br /></p><p>The event had a carefully detailed agenda, down to five minute increments (for example, "9:05: the national anthem will be played"). We arrived before 9am. The event, which boasted the attendance of news teams, foreign elections observers, Haitian senators and deputies, members of civil society and presidential candidates, did not start in earnest until past 10am. I counted approximately 250 seats in the room. A small fraction of them were occupied at the purported start time.<br /></p><p>During the course of the meeting, they screened a dramatized 20 minute public service announcement about the importance of voting. The most ignominious moment: when the theme song played over the end credits was an excerpt of presidential candidate Jude Celestin's catchy campaign song. Celestin happens to be the current president's hand-picked successor, and the use of his song in a film funded by USAID only seemed to confirm conspiracy theories about the U.S. pushing certain candidates (namely Celestin) and the use of government funds to support his campaign.<br /></p><p>Questions were entertained by the Council's nine members and an apparent spokesman. It continues to baffle that the entire event was conducted in French where only 10-15% of the Haitian citizenry speak the language. The content of the presentation was surely relevant to the electorate, but the message to the non-French speaking majority was "you're not important enough to merit translation." <br /></p><p>And finally, after the self-congratulatory finish to the event marked by hearty hand-shaking and big smiles, everyone retired to enjoy a buffet lunch that would cost on the order of $30 a plate in a restaurant.<br /></p><p>Based on appearances, the event was a spectacle intended first to placate foreign critics and please an international audience. I'll try to use a couple of entries over the next few weeks to highlight more of the work we're trying to do before I leave in mid-December.<br /><span xmlns=""><p>In this first entry, I'll try to focus on some moments marked by their levity. Maybe not surprisingly, they mostly involve children.<br /></p><p><em>Something awesome: </em>Almost any time throughout the day, you have someone, usually a small child, who stands at the door and stares at you while you work. They don't ask any questions or ask for anything; they just stare. What a curiosity we are! Many times, those children are invited in to visit. I love the fact that we work in a place where kids are welcome much of the time. I have a feeling there aren't too many law offices out there that allow kids into the inner sanctum to simply hang out and receive some kind words.<em><br /> </em></p><p><em>Something exciting:</em> Allowing a gaggle of curious little girls to use a computer for the first time to type their names.<br /></p><p><em>Something</em><em> funny</em>: There's a large patch of smooth concrete right next to our office, usually used by kids as a play space. Walliere Pierre (at center in the photo). His humility and grace seems an antidote to all of the blowhard Haitian politicians that have spoiled Haiti throughout its history and who look poised to do so again in flawed upcoming elections. His organization, called CEC-FOP, works on educational and agricultural projects in several different corners of Haiti.<br /><span xmlns=""><p>A near mantra of all CEC-FOP projects is the quotation mentioned above. If a proposal doesn't meet all three criteria, he's reticent to commit. It's basically a philosophy, as I see it, of looking for the low-hanging fruit. Where countless large international NGOs are spending millions of dollars to carry out projects of dubious worth, CEC-FOP is doing its work on a shoestring budget and showing a sustainable way forward for some of the rural poor they serve. It would be amazing if these international organizations implemented their projects according to these simple principles rather than merely giving them lip service. </p></span>Tedhttp://www.blogger.com/profile/07894661699610638475noreply@blogger.com0tag:blogger.com,1999:blog-1146124576539040996.post-36819256062720090072010-10-22T06:54:00.001-07:002010-10-22T10:51:06.796-07:00To creep or not to creep?<span xmlns=''><p>A little over a week ago, we held a meeting with several members from the community who consider themselves leaders in Cite Soleil. Though the comments of our staff and the participants were filtered through partial English translation and my weak Kreyol, they presented a stark picture of how government and LAMP are understood in Cite Soleil. <br /></p><p>Tom Griffin, one of the founders of LAMP, was visiting on a short trip and called the meeting to hear the community's perceptions of the clinic and take suggestions for improvement. After a brief introduction, the comments of the most outspoken participants changed course, instead steering away from the clinic towards a litany of requests for LAMP to undertake in the community.<br /></p><p>Job creation, free food, clean water, tidy streets, university scholarships for adults and the construction of a school. The thing most of these requests share in common is the continuing responsibility or even obligation of government to concern itself with these services, both because of the Haitian constitution and the ratification of human rights treaties that speak to most of these matters. <br /></p><p>Now, Tom has an excellent metaphor for the impact of foreign NGOs (<span style='text-decoration:underline'><em>non</em></span>-governmental organizations) introduced into the context of a functioning democratic country. Consider the Haitian government and polity as a part of a closed biological system, such as a body. Ideally, the body is self-regulating; an infection in one place (i.e., a public demonstration petitioning the government for clean water) receives a response from the immune system (i.e., the government finds a way to provide the water). This partially meets the body's need and returns it to a state of equilibrium until the next outbreak. Now, imagine a machine implanted into the body--this is the foreign NGO. The foreign implant serves a vital function that maintains the health of a section of the body (providing medical care, clean water, a feeding program, etc.). The result is wonderful for the particular part of the body that benefits from the implant. But that's not looking at the big picture. With the introduction of hundreds or even thousands of competing implants responding to outbreaks, the natural responsiveness of the body's own systems begin to break down. No longer does the body have to trouble itself tending to certain diseases or outbreaks, as foreign technology and resources have effectively wrested control of functions originally controlled by the immune system. Tending to outbreaks is now so piecemeal that the original system stops being responsive to the whole body. This is a concern with foreign NGOs like ours doing what we do.<br /></p><p>One of the most telling moments in the meeting came part way through. Tensions were high (like they almost inevitably are in political discussions here) and Tom explained that if the community wants change it has to <em>organize</em>, taking their concerns to the powers that be to create the change they want to see. LAMP is not the government, Tom insisted, and all of the Haitians in Cite Soleil have the responsibility to make the system work. Tom is not naïve and knows the difficulties that such an approach poses here, but this is the paradigm that leads to a healthy body—not countless foreign implants filling the gaps left by the government. <br /></p><p>The response from one individual, speaking for the first time in the meeting, struck us. "What you are saying is very, very discouraging to us." We paused, surprised because it seemed Tom's words were supposed to be empowering. "If all <em>blan </em>[white people, but also a general term for foreigners] thought the same way as you do, then we would have nothing. Everything that we have comes from them."<br /></p><p>Now, I don't relay this to show the importance of LAMP or its work. Far from it. The fact this may be the prevailing notion in the community is the complete inversion of what good aid wants to accomplish. When Haiti is the land of 10,000 foreign NGOs, this seems the epitome of a learned dependence that's both disheartening to us as an organization and a signifier of the difficult context in which we work.<br /></p><p>So this leaves LAMP in an interesting position; like any nonprofit, funds are limited and meant for certain purposes and can not, and should not, fill each niche request made at the meeting. <br /></p><p>But what to do when the people you serve want your organization to become a <em>de facto</em> local government? Do you let your organization creep from its mission of health and human rights? Can that mission expand to fit what they want? And how to step back once dependency becomes the norm? The man or woman who proclaims devotion to the cause of liberation yet is unable to enter into communion with the people, whom he or she continues to regard as totally ignorant, is grievously self-deceived. The convert who approaches the people but feels alarm at each step they take, each doubt they express, and each suggestion they offer, and attempts to impose his "status," remains nostalgic towards his origins.<br /></em><span xmlns=""><p><em>"Conversion to the people requires a profound rebirth. Those who undergo it must take on a new form of existence; they can no longer remain as they were. Only through comradeship with the oppressed can the converts understand their characteristic ways of living and behaving, which in diverse moments reflect the structure of domination."<br /></em></p><p><strong>-Paulo Freire<br /></strong></p><p>Paulo Freire was a Brazilian educator. His seminal work, <em>Pedagogy of the Oppressed</em>, from which the above excerpt originates, has been stopping me dead in my tracks page after page. I highly recommend it.<br /></p><p>It's a work about liberation for the oppressed from their oppressors, and the subsequent liberation of oppressors by the formerly oppressed. It primarily elaborates a new mode of teaching, or pedagogy, to illuminate the dehumanizing systems and acts of oppression that shape the day-to-day realities of the oppressed. His observations are informed in part by a descent from a middle-class existence to shared poverty and starvation alongside the Brazilian masses in his early childhood, circumstances catalyzed by the economic fallout of the Great Depression.<br /></p><p>The above passage is about the "converts" from the oppressors who wish to seek solidarity with those who they have formerly oppressed. While this may all sound a bit obtuse in brief, his words speak great truth to those who read them in context. As Freire describes the awakening of the oppressed to their dehumanizing surroundings, the people of Cite Soleil flash before my eyes. We went to participate in a youth conference put on by the Nazarene Church, the hosts for Katharine and her classmates' internships. This particular conference is a local tradition, where for the last 66 years youth have come from all over the island to the same remote village for a week of programming. It's grown steadily to the point that 300 participants turn out each year.<br /><span xmlns=""><p><em>Something exciting:</em> I had been asked to give a presentation on "children's rights" to the youth. I was excited for the opportunity, but found myself relying on my legal background less than expected. How to explain that kids are promised constitutional rights by their government when the audience already knows the same government has done little to protect them? Instead of fighting the uphill battle of getting chatty twelve-year old girls to care about the law, I tried to inspire the kids to grow into children's advocates; that they should prepare themselves for lives where they will step into the gap to protect the rights of vulnerable youth even when their governments may not. I've no clue whether this message was translated clearly, but several questions and statements from the youth in response to the lecture were heartening. It was a real privilege to be given the chance to share.<br /></p><p><em>Something bizarre</em>: The youth conference culminates each year with a highly anticipated event, the "Miss" competition. You may have guessed based on the name, but it's basically a beauty pageant. In a church. It was a . . . new . . . experience seeing three teenage girls awkwardly strut down the center aisle of a church sanctuary like it was a model's catwalk, while all the while several hundred people cheered them on. Slightly unsettling? Yes. But also priceless. <br /></p><p><em>Something uniquely Haitian: </em>To reach our return ferry that departed at 6am, we awoke at 2am to catch an old 4x4 pickup that would take us down the mountain. We started off with six people including the driver. By the time we reached the pier we had accumulated 16 passengers plus luggage in the truck bed, three people in the cab, and one person <em>on top of the cab</em>. There was something pretty wonderful in all this. <em><br /> </em>The only things piercing the thick darkness on our descent were our headlights and the beautiful sound of Kreyol hymns rising up from my fellow passengers. He went from the halls of Harvard Law to start a practice serving the residents of East Harlem in the fifties, and I appreciate his simple definition of advocacy far more than the cheap advocacy so commonly witnessed in the lawyering profession. </span><br /><span xmlns=""></span><br /><span xmlns="">That vision usually involves the lawyer as a mere mouthpiece for hire. </span><br /><span xmlns=""></span><br /><span xmlns="">Stringfellow's is a far more costly advocacy, one that represents "an invitation to share pain and vulnerability and a call to set [oneself] free in relationship to those the world condemns" to quote Prof. Emily Fowler Hartigan's exposition of his idea. It's instead a straight-forward account of what I've been doing here in Port-au-Prince so far.<br /><div><br /><p>The LAMP for Haiti, if you're not familiar, has a mission of promoting health and human rights in Haiti, with its chief focus being the slum community of Cite Soleil. During its first few years of existence, LAMP's main focus has been upon providing free medical services several days a week via their clinic. What started informally in an alley has become a full-fledged clinic and an integral part of the health infrastructure in the Bwa Nef quarter of Cite Soleil.<br /></p><p>Meanwhile, the LAMP has recently decided to strengthen its human rights work, which has heretofore focused on <em>ad hoc</em> reporting and advocacy. The goal is to gradually work towards a full-service law office that balances its national advocacy with its provision of free legal services to the people of Cite Soleil. Regine Theodat is the office's new Haitian-American staff attorney, supervised by Tom Griffin, one of LAMP's founders and its current legal director.<br /></p><p>Injected into this situation is me. I'm a third-year law student at Drexel University interning with LAMP for the semester, trying to figure out how my skills and perspective can contribute to this nascent work.<br /></p><p>Thus far, the experience has been eye-opening. I first visited Haiti and LAMP a year and a half ago, well before the January 12<sup>th</sup> earthquake. The quake was cataclysmic to the point that time now seems to be separated into BQ and AQ rather than just BC and AD. The most obvious difference in Port-au-Prince, besides the rubble and debris still seemingly untouched, are the camps. Estimates are up to 1.5 million people living in the camps, over one-tenth of the national population. LAMP had a significant role in a recently-published report mentioned in a previous post, detailing the experience of families in some of the camps.<br /></p><p>The most significant portion of my time so far has been spent trying to understand the upcoming elections and figure out a means of disseminating information to the voting public. There are 19 presidential candidates, 96 senatorial candidates, and 827 candidates for deputy seats. Our goal has been to accumulate knowledge about the presidential candidates and share it with the voting public in Cite Soleil to make sure their collective voice is heard on November 28<sup>th</sup>, election day.<br /></p><p>Also, our office has recently started meeting with community leaders in Bwa Nef. We want to better figure out what the needs of the community are, both medical and legal, so that LAMP's efforts can be better focused at addressing the issues that residents are most concerned about.<br /></p><p>This isn't all that's underway, just what's been in play while I've been here. Philadelphia. It's been a whirlwind trip, and I'll be back in Haiti before I know it, but I thought a blog entry was appropriate.<br /><span xmlns=""><p><em>Something hopeful</em>: Wendell Pierce and Bridging the Gaps. Pierce is an actor who played Bunk Moreland, a Baltimore detective on HBO's <em>The Wire </em>and currently stars on the show<em> Treme</em>. I was able to attend a talk by him connected to the Bridging the Gaps (BTG) Community Health Internship Program. He's a life-long New Orleans resident, and has been heavily involved in forming the Lake Ponchetrain Community Development Corporation to help rebuild that devastated neighborhood after Hurricane Katrina. He spoke about topics of race, love, transformation and hope, all things I'm greatly interested in. It was great to see a man who is more compelling in real life than the character I've seen him play on TV.<br /></p><p>BTG is a summer-time interdisciplinary program that allows students in health-related or "helping" professions (including law) to work in over 297 community-based organizations in the Philadelphia and Pittsburgh areas while attending weekly seminars on topics related to healthcare and advocacy. It's a neat opportunity for many students to escape the confines of rich Philadelphia and enter poor Philadelphia, a truly different world. BTG has been around for over 20 years, and nearly 3,000 students have been able to participate in its work, hopefully carrying on lessons learned into future work to "bridge the gaps" in healthcare provision to the poor.<br /></p><p><em>Something beautiful</em>: Philly's roads! Marvelously-paved roads with multiple lanes! It's so difficult to get around in Port-au-Prince where a 4x4 is required to navigate all of the pot-holes that I'm pretty sure existed even before the quake.<br /></p><p><em>Something stunning</em>: I live in the Hunting Park neighborhood in North Philadelphia, named for the large park that occupies a sizable chunk of the community. Some wonderful transformations have happened there in the last month, facilitated by the United Way. All sorts of new shrubbery and flowers have been planted throughout the park, and a brand new playground has been installed. Hunting Park is a poor community, and the park itself is under-utilized by children because it's considered a dangerous place. To see kids from all different backgrounds in my neighborhood provided a safe place to run, jump, slide and monkey-bar with their parents nearby really touched me. It's something that would be wonderful for the kids of Cite Soleil, who are even more deprived than those in my North Philly home.<br /></p><p><br /></p></span>Tedhttp://www.blogger.com/profile/07894661699610638475noreply@blogger.com0tag:blogger.com,1999:blog-1146124576539040996.post-55925908400878711182010-09-25T12:36:00.001-07:002010-09-25T12:36:57.540-07:00Becoming the thing I hate?<span xmlns=''><p>It's a tricky thing. <br /></p><p>You see countless foreigners in new SUVs sporting obligatory NGO logos prowling the streets of Port-au-Prince. College-aged folks with massive backpacks that look like they mistakenly de-planed on their way to Europe. Church groups on week-long service trips that come to "save" Haiti when the majority religions are already Christian. Others sporting NGO-chic, an often intentional cross between grungy, expensive, and highly practical clothes (Whoa! Your pants have how many pockets?!?). And of course, people who have come to tour the poverty -- to <em>see</em> it and <em>feel </em>it for themselves.<br /></p><p>They too often meddle, offend, and patronize. <br /></p><p>What's scary is that I see myself in every single one of those stereotypes.<br /></p><p>And I hate it. <br /></p><p>I'd like to wish that I'm somehow different. I want my motives to be nobler, my questions to be more informed, and my work to be more effective. <br /></p><p>Instead, I'm proud when I should be humble and loud when I should be quiet. <br /></p><p>So what's the remedy? I only know what I've seen work in my other travels. Learn the language, preferably not the tongue of the elite or formal colonizers. Get out of the office and spend time building relationships rather than updating my facebook status. Be self-aware – if I know what makes me cringe in others' behavior, I should try to avoid doing these things myself. Commit to a place for the long-haul rather than a week at a time and learn the place as best I can. Try to live simply in a principled way, consistently, so that the omnipresent barriers that class and privilege create are minimized or torn down. <br /></p><p>I think most important is the constant hard work of choosing to humble oneself, remembering my place in the scheme things. I need to remain faithful to a place, a people and a cause, and hope others – both Haitian and non-Haitian – are doing the same. I think you should take a look at it.<br /><span xmlns=""><p>It's not that the results of the survey are surprising (Spoiler alert!: Conditions are deplorable), but rather because if you're reading this blog, there's a good chance you're interested in what's happening in Port-au-Prince.<br /></p><p>I know it can be difficult to delve into the details of a long report, but I'd encourage you to pick a chapter that focuses on a camp and zero in on the account of one of the surveyed families. It's not too difficult to find news articles with quotations from government officials or aid groups explaining the difficulties in providing aid and helping families resettle. It's another thing to choose to enter into the hardships of our brothers and sisters in the camps.<br /></p><p>So after reading, what should we then do? It's hard for me to say. I pass by these camps everyday and don't have the slightest idea how as an individual I can make a difference with problems as seemingly intractable as they are. I can imagine how being at an even greater remove can make it more confounding.<br /></p><p>So, at a minimum, I try to enter in. This is a self-centered response, but one that hopefully has outward effects. I want to keep my heart raw to remain empathetic. When I choose to look away time and time again and not burden my mind with the plight of others, I become so self-interested that my ability to love is stifled. So whether it's the suffering of Haitians in a tent city for 8 months or Sudanese in the Kakuma refugee camp in Kenya for decades or the newly homeless fellow down the street, I don't want to forget that these are all people of great worth. They deserve so much better than where they find themselves.<br /></p><p>So yes—back to the report. It's intended for policy-makers, with recommendations to improve aid distribution in the camps. We were told it's long been considered a hotbed of political action in Haiti, that from the early days of the slave revolt that led to independence up through today, Gonaives has been at the center of it all. <br /><span xmlns=""><p>Which reminds me, you might not know who the "we" is to which I'm referring. Chiefly, I have my lovely wife Katharine by my side. She's a master's student in international development completing an internship with CEC-FOP, a grassroots Haitian NGO doing amazing work with an acronym for a name that still befuddles me. Meanwhile, two of Katharine's classmates are also here with us, Sarah and Gina. It's been wonderful having one foot firmly planted in Cite Soleil for my internship while the other foot dances around Haiti trying to follow Katharine and Co. on daytrips that are a part of their work. I'll share some more about these adventures as time goes on.<br /></p><p>Back to the "City of Independence." Instead of giving a blow-by-blow account of my trip to Gonaives and other parts of Haiti (<span style="font-size:78%;">because you don't want to read it and I don't want to write it</span>), I'll try to use this space to occasionally give quick snippets about some of the short excursions or experiences I've had outside of Cite Soleil.<br /></p><p><em>Something ridiculous</em>: Having to spend $540 to rent an SUV for a three-day trip. (Thanks countless NGOs for driving up the rental price . . .) Thankfully the cost was spread around quite a bit. You certainly need a 4x4 though, even though you're traveling on one of the country's main transportation routes.<br /></p><p><em>Something saddening</em>: Seeing how Gonaives is still heavily damaged from floods several years ago. It's been a rough decade, with two major floods caused when hurricanes swept through the region, the most recent in 2008. Why such bad flooding? Gonaives and many of the hills and mountains surrounding it are deforested, a common problem in Haiti. With so little to absorb the water or slow its descent down hill, it inundates the city.<br /></p><p><em>Something humbling</em>: Brizard Valcin is a man wearing many hats. He's a lawyer by day, and a school principal, and head of a credit union, and Sunday school teacher, and a father of three children. We've found this to be the case with many of our hosts in Haiti thus far. By his own account, there are so many needs and many qualified individuals leave Gonaives or Haiti for greener (or more forested) pastures. Its light can guide one's path through dark places; it uncovers what's hidden; it allows people to gather and community to exist where it might otherwise not.</p><p>I'm excited to be working with the <a href="http://www.blogger.com/lampforhaiti.org">LAMP for Haiti Foundation</a>, a non-profit that's chosen to throw its lot in with some of Haiti's poorest urban dwellers in a slum community called Cite<span style="font-family:FuturaEFOP-DemiBold;"> </span>Soleil. For the past several years, LAMP's primary mission has been to stand in solidarity with the Haitian poor. To this end, it runs a medical clinic three days a week that provides entirely free care to anyone who comes through its courtyard gates. Also close to its heart is the promotion and protection of human rights, a growing part of its work.<br /></p><br /><p>While improving public health in a slum community is a difficult thing, I believe the equally difficult task is protecting rights where respect for the rule of law has been pithily summed up in the Kreyol proverb "<em>Konstitisyon se papye, bayonet se fe</em>." (The Constitution is paper, the bayonet is iron.) All it takes is a quick game of <em>rock, paper, bayonet</em> to figure out that in Haiti the bayonet trumps paper time and time again.<br /></p><p>With that said, I'm going to be very hesitant to make diagnoses or prescriptions for "fixing" Haiti in this space. I'm an outsider with a lot of book knowledge and very little experience in such things. Rather, I hope this can be a space where I can share some experiences and thoughts as I learn more about this amazing place.<br /></p><p>I'll be working for LAMP for the next several months as a legal intern in their new and exciting human rights office situated right in Cite Soleil. I've already been here three weeks and the fact this is my first post means I've got some serious catching up to do. I hope you might check in from time to time to learn some more about Haiti, LAMP, human rights, public health, international development, and pragmatic solidarity with the poor, marginalized and oppressed.
